The Brotherhood of Makuta wanted to create fake Bohrok rather than use the existing swarms because they wouldn't be able to strike a deal with the Bahrag, and even if they did, the Bohrok would still travel to the island of Mata Nui and that did not suit the Brotherhood's aims.1
